(1) Notwithstanding anything written elsewhere in this Act, if a special situation arises and the public body does not purchase immediately, the public body may purchase or cause to be purchased immediately.
(2) The head of the public body shall inform the officer one level above about the situation as per sub-section (1) and the detailed information regarding the purchase to be made immediately.
(3) Other arrangements related to purchasing in special circumstances shall be as prescribed.
